FINRA Implements Changes to OTC Reporting Facility and OTC Bulletin Board Invoice Processes

FINRA's process for generating and mailing certain invoices related to charges for usage of the ORF and the OTCBB will change on April 1, 2008.

Discussion
Effective April 1, 2008, a threshold, currently set at $100, will apply to invoices related to charges for usage of the OTC Reporting Facility (ORF) and the OTC Bulletin Board (OTCBB). For the January through May and July through November billing periods, all charges accrued during a monthly period (plus accruals from any prior periods) that fall below $100 will no longer generate an invoice for that month. Rather, the balance will be rolled over to subsequent months until the threshold is reached. For the June and December billing periods, all invoices will be generated and mailed, regardless of the amount accrued. Invoices with balances greater than $100 will continue to be generated monthly.
The OTC Bulletin Board (OTCBB) is a regulated quotation service that displays real-time quotes, last-sale prices, and volume information in over-the-counter (OTC) equity securities. An OTC equity security generally is any equity that is not listed or traded on NASDAQ or a national securities exchange. OTCBB securities include national, regional, and foreign equity issues, warrants, units, ADRs, and Direct Participation Programs (DPPs).
